Update about removal of alumni workshop policy (long version)

On the first of April a message was posted about the removal of the use of workshops by alumni. We posted a statement on our website and dedicated a part of our zine to this topic, we expressed our concern and anger in both places. As a Student Union, we took issue with both the removal of services that are essential to young graduates who were promised this and the bad communication from the HKU regarding the removal. On the 10th of April we sent an email to the CvB expressing our concern, articulating why we disagreed with their decision. The removal of the ruling seems to go against the HKU’s vision of creating a future proof community for its alumni completely. It will also affect (international) students who have a (financial or other) disadvantage disproportionately. Beste leden van het CVB,

We hebben vorige week het bericht gekregen dat vanaf 1 september 2025 het gebruik van de werkplaatsen door alumni vervalt. Hier zijn we het niet mee eens.

We willen jullie laten weten dat we hier op verschillende manieren mee bezig gaan. We denken dat jullie beweegredenen voor deze beslissing ongegrond zijn en onverantwoordelijk voor de toekomstbestendige community waar jullie met ons aan willen werken. Het is van groot belang voor alumni (opstartende creatievelingen) dat deze faciliteiten beschikbaar blijven. Net afgestudeerden hebben deze ondersteuning nodig om de tijd te hebben hun eigen netwerk op te bouwen terwijl ze nog wel, zonder winstmakende doeleinden, kunst kunnen maken en een start maken als jonge professionals.

Ook hebben studenten de keuze voor deze studie gemaakt in de wetenschap dat ze de werkplaatsen mogen blijven gebruiken na afloop van hun studie. Dit is nu niet op tijd gecommuniceerd en onrechtvaardig voor de betrokkene. Mensen hebben hun plannen voor volgend jaar gebaseerd op de informatie die toen beschikbaar was. Denk aan tussenjaren, masters, minoren en andere studies. Daarnaast sluit de lijst met alternatieven niet goed genoeg aan bij de behoeften van alumni. Dat is ook lastig, iedereen heeft andere faciliteiten nodig. Gelukkig hebben we die in Utrecht: aan de HKU.

Het is van groot belang dat deze faciliteiten beschikbaar blijven, zeker voor (internationale) studenten die een (financieel of ander) nadeel hebben in hun mogelijkheid om vervangende werkplaatsen te bezoeken. We zijn momenteel bezig met afstemmen met studenten, medewerkers en werkplaatsen over de stappen die we hierna gaan zetten. Ook zijn we in gesprek met een advocaat over deze situatie.

We hopen ook dat we meer transparantie kunnen krijgen over deze beslissing. De regeling waarop gezegd wordt dat de beslissing gebaseerd is, is al uit 2022, maar dit besluit lijkt nu uit het niets te komen. Daarnaast zijn faciliteiten op andere kunstacademies (zoals KABK) wel beschikbaar voor alumni. Ook lijkt deze regelgeving gericht te zijn op universiteiten en andere hogescholen, terwijl je als kunstacademie een heel andere verhouding hebt met je studenten én alumni.

Dear members of the CVB,

Last week we received the message that the use of the workshops by alumni will be stopped on 1 September 2025. We strongly disagree with this.

We want to let you know that we are working on this in various ways. We believe that your reasons for this decision are unfounded and irresponsible for the future-proof community that you wish to create.

It is of great importance to alumni (young creatives) that these facilities remain available. Recent graduates need this support to have the time to build their own network while still being able to make art and make a start as young professionals, without making a profit.

Students often also chose their degree in the knowledge that they would be allowed to continue using the workshops after completing their studies. This removal was not communicated in time and is unfair to those it impacts. People based their plans for next year on the information that the workshops would be available for them after they graduate. Think of people taking gap years, masters students, minors students and other degrees. In addition, the list of alternatives does not sufficiently meet the needs of alumni. Which is a difficult task, as everyone needs different facilities. Fortunately, we all have them at our disposal in Utrecht: at the HKU schools.

It is of great importance that these facilities remain available, especially for (international) students who have a (financial or other) disadvantage in their ability, which would make it more difficult to visit alternative workshops.

We are currently coordinating with students, employees and workshops about the steps we will take next. We are also in discussions with a lawyer about this situation.

We also hope that we can get more transparency about this decision. The regulation on which it is said that the decision is based, already dates from 2022, but this decision at this specific time seems to have come out of nowhere. In addition, facilities at other art academies (such as KABK) are still available to alumni. This regulation also seems to be aimed at universities and other HBO’s, while as an art school, you have a completely different relationship with your students and alumni.

We got a response that our email was received by an assistant of the CvB, that it was forwarded to the CvB and also to the manager of the workshops of the HKU. We would not get a real response until the 26th of May, more than six weeks later.
After sending our email to the CvB on April 10th, we started working on creating a petition to collect people’s thoughts about the removal of the alumni policy. 327 people responded, all but 3 respondents agreed that the alumni policy must not be removed. We also received many insightful replies expressing how the removal of the policy has impacted their choices during their degree at HKU.

On April 25th, we sent the CvB a reminder of our e-mail. That same day, another message was posted on Studentportal: ‘Transitional arrangement for use of HKU workshops by alumni’ (which can be read here:. The ‘transitional arrangement’ that is mentioned, allows HKU students who are currently in their final year to still use the workshops next year if they graduate. The Student Union thinks that this is not sufficient, the policy removal must be completely reversed. (Prospective) students of all degrees in different degrees were promised use of the workshops as alumni. It seems that The CvB is throwing us a bone, doing a small concession without actually resolving the problem.

On May 22nd, we had still not received a response from the CvB. We sent another email urging them to respond (first our original message, then translation):

Beste leden van het CvB,

Op 1 april 2025 is er een bericht geplaatst op de studentenportal van de HKU, waarin de studenten werden geïnformeerd dat het vanaf september 2025 niet meer mogelijk is voor alumni om gebruik te maken van de faciliteiten van de school. Op 10 april heeft de Studentenvakbond van de HKU een e-mail gestuurd aan het CvB, waarin wij onze onvrede uitten over dit beleid en om meer informatie hebben gevraagd. Meer dan zes weken later wachten we nog steeds op een reactie. We zijn teleurgesteld in het feit dat ons College van Bestuur de zorgen van hun studenten niet serieus lijken te nemen. We hopen dat u deze keer de tijd neemt om op onze brief te reageren.

Wij schrijven deze brief om nogmaals onze ontevredenheid te uiten over het genomen besluit. De studenten die momenteel aan de HKU studeren, voelen zich overvallen; er is hen beloofd dat ze de faciliteiten het jaar na hun afstuderen zouden kunnen gebruiken. Er was geen indicatie dat er iets aan die regeling zou veranderen.

326 mensen hebben middels een petitie van de studentenvakbond aangegeven dat hen verteld is dat ze gebruik zouden kunnen maken van de faciliteiten na hun afstuderen.

De studentenvakbond heeft drie eisen gesteld naar aanleiding van de afgeschafte werkplaatsregeling:

We eisen de terugdraaiing van het besluit. Elke student die momenteel is ingeschreven of zich in de toekomst zal inschrijven, heeft het recht en de noodzaak om het jaar na hun afstuderen gebruik te maken van de workshops om zich volledig te ontwikkelen tot een jonge professional.

We eisen een duidelijke, schriftelijke onderbouwing van de reden waarom deze regeling is afgeschaft. De berichten op de Studentenportal missen informatie en bronnen. We willen precies weten waarom en hoe deze beslissing is genomen. Uw studenten verdienen meer te weten dan ‘de overheidsregeling’, als hun hele carrière op het spel staat.

We eisen dat het CvB en de HKU in het algemeen meer verantwoordelijkheid nemen om hun studenten beter te informeren over belangrijke veranderingen. Een bericht dat alleen op de Studentenportal wordt geplaatst, bereikt lang niet alle studenten van de HKU. Bovendien heeft het CvB de studenten wél via de HKU-webmail op de hoogte gesteld van de overgangsregeling. Dit voelt krom, alsof het CvB nu ineens wil opscheppen en wel degelijk weet hoe het de meeste studenten kan bereiken, terwijl dit bericht ongetwijfeld minder relevant is voor de meeste studenten dan het bericht op de Studentenportal.

Het gebruik van werkplaatsen is niet alleen cruciaal voor de artistieke ontwikkeling van alumni in het jaar na hun afstuderen, maar ook essentieel voor het opbouwen van een community. De werkplaatsen zijn plekken waar alumni kunnen netwerken met huidige studenten van de HKU, kennis kunnen delen en relaties kunnen versterken. De afwezigheid van alumni op deze plekken heeft al tot bezorgdheid geleid bij een aantal werkplaatsleiders. De HKU is er trots op een breed scala aan faciliteiten en ondersteuning te bieden aan haar alumni, juist daarom zijn we verrast door deze beslissing.

Aangezien de school ervoor heeft gekozen deze beslissing direct na de sluiting van de studentenenquêtes openbaar te maken, hebben de studenten geen mogelijkheid om hun ontevredenheid over de school te uiten. Daarom zijn we als vakbond genoodzaakt om onze mening hierover in een meer openbare setting te uiten. Voordat een dergelijke maatregel wordt genomen, hopen we oprecht dat u onze zorgen hoort.

We dringen er bij HKU op aan om een toelichting te geven op de punten die in deze brief aan de orde zijn gebracht, maar ook om haar besluit over het gebruik van werkplaatsen na het afstuderen te heroverwegen.

Dear members of the CvB,

On 1 April 2025, a message was posted on the HKU student portal, informing students that from September 2025 onwards, it will no longer be possible for alumni to use the school’s facilities. On 10 April, the HKU Student Union sent an email to the Executive Board, expressing our dissatisfaction with this policy and requesting more information. More than six weeks later, we are still waiting for a response. We are disappointed that our Executive Board does not seem to take the concerns of their students seriously. We hope that this time you will take the time to respond to our message.

We are writing this letter to once again express our dissatisfaction with the decision that has been made. The students currently studying at the HKU feel led on; they were promised that they would be able to use the facilities the year after their graduation. There was no indication that anything would change in this arrangement.

326 people have indicated through a petition of the Student Union that they were told that they would be able to use the facilities after graduating.

The Student Union has made three demands in response to the abolished workshop regulation:

We demand the reversal of the decision. Every student who is currently enrolled or will enroll in the future has the right and the necessity to use the workshops the year after their graduation to fully develop into a young professional.

We demand a clear, written explanation of the reason why this regulation has been abolished. The messages on the Student Portal lack information and sources. We want to know exactly why and how this decision was made. Your students deserve to know more than ’the government regulation’, when their entire career is at stake.

We demand that the Executive Board and the HKU in general take more responsibility to better inform their students about important changes. A message that is only placed on the Student Portal does not reach all HKU students. Furthermore, the Executive Board did inform the students of the transitional arrangement via the HKU webmail. This feels wrong, as if the Executive Board now suddenly wants to show off and does know how to reach the most students, while this message is undoubtedly less relevant to most students than the message on the Student Portal.

The use of workshops is not only crucial for the artistic development of alumni in the year after their graduation, but also essential for building a community. The workshops are places where alumni can network with current HKU students, share knowledge and strengthen relationships. The absence of alumni at these places has already caused concern among a number of workshop leaders. The HKU is proud to offer a wide range of facilities and support to its alumni, which is precisely why we are surprised by this decision.

Since the school has chosen to make this decision public immediately after the student surveys have closed, students have no opportunity to express their dissatisfaction with the school. Therefore, as a union, we are forced to express our opinion on this in a more public setting. Before such a measure is taken, we sincerely hope that you will hear our concerns.

We urge HKU to provide an explanation of the points raised in this letter, but also to reconsider its decision on the use of workshops after graduation.

In this message, we clearly listed our demands from the CvB and requested sources for the laws on which their decision is supposedly based.
The demands are:

• the complete reversal of the decision to remove the alumni rule;
• a clear, written explanation as to why the rule was removed, with sources;
• We also demanded clearer and quicker communication from the CvB to students.

Finally, four days later, on May 26th, we got a response from the CvB. Six weeks after our initial email, they sent this (first their original message, then translation):

Beste HKU Studentenvakbond, In de eerste plaats onze excuses dat de beantwoording op zich heeft laten wachten. Dat was zeker niet de bedoeling, de mail stond al klaar maar is per ongeluk niet verstuurd. Dank jullie wel voor jullie e-mails. We begrijpen dat het bericht over het vervallen van de regeling gebruik werkplaatsen door alumni ingrijpend is en dat er zorgen over zijn. Deze plekken zijn voor veel oud-studenten (in het eerste jaar na afstuderen) belangrijk bij het blijven maken en experimenteren. Daarom vinden we het ontzettend jammer dat we deze regeling moeten stopzetten.

Landelijk zijn er kaders vastgesteld in de regeling ‘Publiek-Privaat’. Publieke middelen (geld vanuit de Rijksoverheid) mogen uitsluitend worden ingezet voor studenten. Het gratis of gereduceerde gebruik van werkplaatsen door alumni (die niet meer als student aan HKU verbonden zijn) is daardoor niet langer toegestaan en leidt bovendien tot ongewenste concurrentie met externe partijen. Omdat de wijziging in het gebruik van de werkplaatsen voor onze huidige vierdejaars studenten gezien de korte termijn tot september directe gevolgen heeft, hebben we besloten voor deze groep een overgangsregeling te hanteren. De communicatie hierover is ook vanuit de werkplaatsen actief gedeeld. Dit bericht is op de studentportal geplaatst, zie. Uit jullie mailbericht maken we op, dat jullie dit bericht hebben gelezen. Voor alle duidelijkheid: alle studenten die dit collegejaar afstuderen in een bachelor, master of AD-opleiding, kunnen nog een jaar gebruik maken van deze overgangsregeling.

We willen benadrukken dat het geen gemakkelijke keuze is geweest omdat we zien hoe belangrijk deze voorzieningen voor velen zijn. We blijven actief meedenken en bekijken welke mogelijkheden HKU binnen de toegestane wet- en regelgeving in de toekomst eventueel wel kan bieden aan alumni. Daarnaast zijn we op zoek naar mogelijkheden buiten HKU. Er is een overzicht gemaakt met maaktechnieken en maakplaatsen buiten HKU. Dit overzicht staat op de portal en wordt in de toekomst via werkplaatsen met alumni gedeeld als zij hierom vragen. Zij kunnen dan zelf contact opnemen met de maakplaatsen uit de bijlage. HKU heeft daar geen rol in. Op dit moment zijn we met samenwerkingspartners in de stad in gesprek om te kijken of zij voorzieningen voor onze alumni tegen een gereduceerd tarief en gunstige voorwaarden kunnen aanbieden.

Graag benadrukken we dat we het spijtig vinden dat deze regeling komt te vervallen, maar gezien de aangescherpte landelijke kaders voeren we dit nu binnen HKU door.

To the HKU student union,
In the first place our apologies that the answer has been delayed. That was certainly not the intention, the mail was already ready but was not sent by accident. Thank you for your e-mails. We understand that the message about the expiry of the use of workshops by alumni is drastic and that there are concerns about it. These places are important for many former students (in the first year after graduation) when continuing to make and experiment. That is why we think it is a great pity that we have to stop this scheme.

Nationally, frameworks have been established in the “Public Private” scheme. Public resources (money from the central government) may only be used for students. The free or reduced use of workshops by alumni (which are no longer connected as a student to HKU) is therefore no longer permitted and also leads to unwanted competition with external parties.
Because the change in the use of the workshops for our current fourth -year students, in view of the short term until September has direct consequences, we have decided to use a transitional arrangement for this group. The communication about this was also actively shared from the workshops. This message was posted on the Student Portal, see. From your mail message we make it that you have read this message. To be clear: all students who graduate this academic year in a Bachelor, Master of AD training can make use of this transitional arrangement for another year.

We want to emphasize that it was not an easy choice because we see how important these facilities are for many. We continue to actively think along and see what options HKU can possibly offer to alumni within the permitted laws and regulations in the future. We are also looking for possibilities outside HKU. An overview has been made with creative techniques and creations outside HKU. This overview is on the portal and will be shared in the future through workshops with alumni if they ask for this. They can then contact the manufacturing places from the attachment. HKU has no role in that. We are currently talking to cooperation partners in the city to see if they can offer facilities for our alumni at a reduced rate and favorable conditions.

We want to emphasize that we are unfortunate that this scheme will be canceled, but given the stricter national frameworks, we are now implementing this within HKU.

We find this long awaited response extremely disappointing; it seems to be only repeating the messages on Studentportal and emphasizing the sadness the members of the CvB feel for ending the alumni policy. The long response time and the excuse they give for this, is also unacceptable to us. It seems to be a signifier for the lack of care the CvB demonstrates to the HKU student body. None of our demands of our previous email were mentioned, let alone met. The list of the alternative workshops is also mentioned, which we have mentioned to be incomplete and not comparable to the HKU facilities. We sent responded to this email on June 2nd (first our original message, then translation):

Beste leden van het CvB, In de eerste plaats willen we wederom onze teleurstelling uiten; we hebben te lang moeten wachten op een reactie en de reden die jullie hiervoor gaven, voelt als een slap excuus. We hebben in totaal drie e-mails verstuurd, met zes weken ertussen.

Daarnaast werden we ook teleurgesteld door de inhoud van de langverwachte e-mail. Er wordt totaal niet ingegaan op ons bericht en onze eisen. Dit bericht is slechts een herhaling van het eerste bericht op de Studentportal met een paar toegevoegde excuses. We vroegen expliciet om “duidelijke, schriftelijke onderbouwing” en “informatie en bronnen”. Wij wachten nog steeds op de specifieke verwijzingen naar deze nieuwe vastgestelde ‘kaders’.

Hoewel jullie vaak benadrukken het spijtig te vinden, lijkt dat niet in lijn met deze regeling en vooral hoe deze is gecommuniceerd. Veel studenten maken zich veel zorgen over hun toekomstige carrière, maar voelen zich niet gezien door de organisatie van de HKU.

Daarom organiseren we op Vrijdag 13 juni van 16:00 tot 18:00 bij HKU locatie Nieuwekade een sessie waar studenten en docenten met elkaar in gesprek gaan, en hun zorgen in een boekje schrijven. Wij zullen dit boekje ook vullen met 326 uitingen van zorgen uit onze petitie, om samen de zorgen te bundelen. We nodigen jullie graag uit om 17:30 om het boekje in ontvangst te nemen en de dialoog aan te gaan met jullie studenten.

We hopen met een open deur te ontvangen worden, en willen onze bereidheid tot gesprek benadrukken. We horen graag of jullie aanwezig zullen zijn.

Dear members of the CvB, In the first place we want to express our disappointment again; We had to wait too long for a response and the reason you gave for this feels like a weak excuse. We have sent a total of three e-mails, with six weeks in between.

In addition, we were also disappointed by the content of the long-awaited e-mail. Our message and our requirements are not discussed at all. This message is only a repeat of the first message on the student portal with a few added apologies. We explicitly asked for “clear, written substantiation” and “information and sources”. We are still waiting for the specific references to this new ‘framework’ set.

Although you often emphasize to find it unfortunate, it does not seem to be in line with this scheme and especially how it has been communicated. Many students are very concerned about their future career, but do not feel seen through the organization of the HKU. That is why we are organizing a session on Friday 13 June from 16:00 to 18:00 at HKU location Nieuwekade where students and teachers talk to each other, and write their worries in a booklet. We will also fill this booklet with 326 expressions of worries from our petition, to bundle the worries together. We would like to invite you at 17:30 to receive the booklet and enter into a dialogue with your students.

We hope to receive an open door, and we want to emphasize our willingness to discuss. We would like to hear if you will be present.

Message 5, CvB to SU

On 10 June we recieved another email from the CvB. They anounced that we are welcome to host our session on Nieuwekade. The CvB is willing to recieve a delegation of the Union to hand over the book and to go in conversation with the CvB and the Director of the Workshops. We are glad to hear that the CvB will be present to recieve us. However, we find it dissapointing that again, the CvB is only willing to go into conversation with representatives, instead of our entire group. We sent another email that we are willing to join the meeting, but we also urge them to go into conversation with the whole group.

We hebben jullie mail over de werkplaatsregeling ontvangen. Jullie zijn welkom op de Nieuwekade. Het CvB maakt plaats in haar agenda om het boekje in ontvangst te kunnen nemen op 17 juni. Zoals eerder geschreven begrijpen we dat het bericht over het vervallen van de regeling gebruik werkplaatsen door alumni als ingrijpend wordt ervaren en dat er zorgen over zijn.

Judith Meijer (College van Bestuur) en Joris Renskers (directeur HKU Werkplaatsen) zijn bereid tot een gesprek met uitleg over de werkplaatsregeling met een vertegenwoordiging van drie studenten van de studentenvakbond. Willen jullie vooraf laten weten wie aan dit gesprek deelnemen? Dan plannen we een gesprek in.

We vermelden hierbij dat studenten en medewerkers op HKU vertegenwoordigd zijn in de Centrale MedezeggenschapRaad (CMR). Hier vindt het gesprek en de medezeggenschap plaats over het beleid van HKU. Daarnaast willen we jullie erop attenderen dat de voordeur van het gebouw op Nieuwekade vanaf 17:00 uur sluit en het gehele gebouw om 18:00 uur. Het boekje nemen we daarom graag eerder in ontvangst, rond 17:00 uur. Willen jullie de sessie hiervoor inkorten of eerder starten, zodat de gebouwbeheerders op tijd naar huis kunnen?
